Professor Dr. Muhammad Abdul Rahman Turko is a prominent Syrian academic specializing in criminal law and children’s rights. He has held multiple academic and administrative positions and has served as the Minister of Education in the Syrian government since March 30, 2025. He began his academic career at the Faculty of Law at Damascus University in 2003. He obtained his law degree in 2001 and his doctorate in law from the University of Leipzig in Germany in 2009, specializing in private criminal law and children’s rights.
Dr. Turko has held several key positions, including Vice Dean of the Faculty of Law, Head of the Criminal Law Department, Member of the Higher Education Council, and Member of the Board of Directors of Damascus University. He has also contributed to national legislative committees, most notably the committee drafting the Refugee Rights Law and the committee responsible for drafting the new law regulating universities, in addition to specialized committees on child protection and curriculum development.
He has participated in conferences and workshops on alternative assessment, e-learning, and child protection, and has taught at several public and private universities, including the Syrian Virtual University and various Arab universities. His research contributions span children’s rights, legal protection, and digital environments, alongside a series of books on criminal law and human rights.
